Hungary: tax, residence and citizenship

Hungary’s guest-investor permit offers eligible non-EU investors a residence route through an approved fund or qualifying donation. It is useful for residence flexibility and work rights, but does not automatically produce tax residence, a tax exemption or Hungarian citizenship.

Tax relocation in Hungary

Hungary’s tax authority states that resident individuals are generally liable on income earned in Hungary and abroad. The standard personal income-tax rate is 15%, with exemptions, separately taxed categories and treaty rules affecting the result. Social contributions and the taxation of a company are separate questions. The guest-investor permit’s flexible presence rules are immigration rules: they do not decide where a person is tax resident or end UK taxation. Assess homes, activities, family connections and the relevant treaty before treating Hungary as the tax destination.

Residence rights

The guest-investor route currently accepts an eligible Hungarian real-estate fund share of at least EUR 250,000 or a qualifying EUR 1 million higher-education donation. The fund must satisfy the statutory conditions and the holding must be blocked for at least five years. The permit can run for up to ten years and be extended for up to ten more. An in-person biometric step is required. The immigration authority says there is no minimum stay requirement to hold this permit; it also confirms work rights for the holder and related family-reunification permit holders.

Second citizenship

Hungary does not describe the guest-investor permit as a purchase of citizenship. Ordinary naturalisation generally involves eight years of qualifying residence, together with accommodation, livelihood, character and Hungarian constitutional-language requirements. Preferential rules can apply to particular family or ancestry circumstances. Maintaining an investor permit without living in Hungary should not be presented as satisfying naturalisation residence requirements.

What to establish first

  • Eligible third-country nationality and lawful entry
  • Qualifying fund and at least five-year blocked holding, or qualifying donation
  • Accommodation evidence and biometric attendance
  • Separate assessment of tax residence and naturalisation

Consider the trade-offs

  • Fund eligibility, liquidity and capital risk need independent review
  • A permit is not an EU passport or unrestricted EU work right
  • Resident worldwide-income taxation can outweigh a low headline rate
These are research findings, not an individual eligibility or tax determination. Confirm current rules and your circumstances before committing funds or moving.
